Create skip links

Skip links are links to different parts of a document, so that someone using a screen reader does not need to listen to all of the text to get to the desired content. They are also helpful for anyone who is navigating a long document and looking for specific information. They may include an option to skip to the main content, to the menu, or to a specified section of content. This feature should use existing skip links or automatically determine skip locations if they are unspecified.
