Sorry for the question but I cannot figure it out after searching for a day. I have an iPad, using safari and VoiceOver off, with a wireless keyboard.

iOS Safari focus not triggering on tap

This is an issue with iOS9 Safari. The :focus styling is not triggering when a button or anchor tag is tapped, not even the native focus outlines.
